A short Profile of the college

Ratneshwari Sahay a distinguished advocate of the town. His efforts fore fruit and the Bihar University (now B. R. A. Bihar University Muzaffarpur) granted affiliation to this college in the faculty Salutations to the memory of the founder of this college, the Late Kapildeo Singh, A revered social worker and a herald in Law education at Chapra, he established this college in 1964with the help of the Late of Law, Later on affiliation for teaching in arts and science also was granted by the university. Situated in Salempur the heart of the town, this college designated as Ganga Singh College, stated off in full swing.
After a decade and a half, in 1980the Bihar government declared it as a constituent unit of the Bihar University Again, when the J. P. University was carved out of the Bihar University in 1992; this college become a constituent unit of the J. P. University.
In the year 2000 the Bar Council of India through its letter directed the College to stop admissions to the Law faculty asking the college to fulfil certain conditions; the college suffered a sort of embargo on teaching Low for a while. However, with the efforts of the then Principal, Prof. Janardan Prasad Singh, the retired Principal Dr.Vinod Kumar Singh, Prof. P. N. Singh and the teaching staff, the senate, the syndicate and the Academic Council of the J. P. University through their unanimous resolution in 2003 effected a bifurcation and allotted a separate portion of the campus for opening of the Law College designating it as Ganga Singh Law College. A notification was issued for admitting students to the first year course of Law for the session 2003-04. For this a senior teacher of Ganga Singh College, Prof. Sheo Kumar Singh was appointed professor in–charge by the university separate financial management and administrative control was allowed by the University. As for back as 2003 Rs.50, 000=00 was remitted to the Bar council of India by the College for inspection of the college. On 17nov.2004 a team of the Bar council of India inspected the college.
Later through its letter the Bar council of India, in 2005, again barred admission to the Law faulty and directed the college to fulfil conditions regarding infra-structure and purchase of requisite Law–books. Meanwhile teaching continued for the students already admitted, again in 2007 the College through J. P. University applied to the Bar Council of India depositing Rs. 80, 000=00 for re –inspection so that the teaching of Law in the only Law –College under the University might not be affected.
With the present chairman of the B. C. I. And senior advocate of Patna High Court Shri S. N. P. Sinha another senior member of the B. C. I. Shree jagdeo inspected the college on 12.06.2008 on this occasion the University Registrar Dr. Ashok Kumar a senior member of the syndicate Dr. Birendra Narayan Yadava and the chairman on Chapra Bar Association Shri Rabinderanath Singh secretary Sri Lallan Prasad Singh as also distinguished citizens and educationists of chapra impressed upon the inspection team the urgency of the resumption of Law teaching as the college was the only institution under the J. P. University, imparting Law–education.
The Legal Education committee of the Bar council of India has now kindly granted permission to start Law-teaching from the current session. Cordially welcoming the decision of the Bar council of India, we all express our deep sense of gratitude to the B. C. I. And promise to carry on our unstinted efforts to fulfil all the stipulations regarding infra –structure in neat future.
Ratheshwari Sahay memorial Moot Court 2009 was organised at Ganga Singh Law College from 5th May to 13th Nay 2009. Several university officials, eminent educationists, lawyers and media persons were invited to watch the proceedings of Moot court which were highly appreciated by all of them. On 13th May 2009. Which was the concluding day, vice chancellor Prof. (Dr.) R. P. Sharma attended the function along with Registrar, C. C D. C. Inspector of Colleges and Finance officer. Prizes were distributed to 70 students. Mementos were given to winner and Runner both sides.
